A new story like this boils my blood.

The American company basically wants public handouts from Canadian governments to install drug dispensaries in public places.

NO. NO. NO.

Have they considered the theft aspect of leaving a highly addictive drug in public places? Damages? Insurance.

No.  This does not come up in the article.

Did they mention that prescriptions of opioids should be banned in Canada first before taking this next step in making the drugs widely available to the public?

No. A ban was not discussed.
